"This story could have started in a thousand ways. For example, with a name. Vladislav Surkov. This gentleman works in the presidential administration. The Kremlin fully trusts him. They listen to him. In 2005, in an internal circular, Surkov wrote verbatim:
'The enemies of the state are divided into two categories: those we can bring to reason, and those we cannot re-educate. It is impossible to conduct a dialogue with the latter, and this makes them irredeemable. The state must take action and remove the irredeemable from its territory."
